A model for the phenotypic plasticity of North sea herring growth in relation to trophic conditions ArchiMer
Shinn, Yunne-jai; Rochet, Marie-joelle.
An adaptation of the von Bertalanffy growth model is formulated to describe the phenotypic plasticity of fish somatic growth in relation to trophic conditions. The model is developed for the North sea Downs herring (Clupea harengus). II suggests that annual growth variability during 1974-1990 was mainly due to the combined effects of herring abundance and wind-induced turbulence (coincident with the spring stratification of the water column). Springtime turbulences cause reduced and delayed planktonic blooms preceding the annual foraging period of Downs herring. The negative relation observed between herring abundance and growth is hypothesized to be due to intra-specific competition for trophic resources. Incorporated into the calculation of yield per...

A model-based evaluation of Marine Protected Areas: the example of eastern Baltic cod (Gadus morhua callarias L.) ArchiMer
Kraus, Gerd; Pelletier, Dominique; Dubreuil, Julien; Moellmann, Christian; Hinrichsen, Hans-harald; Bastardie, Francois; Vermard, Youen; Mahevas, Stephanie.
The eastern Baltic cod stock collapsed as a consequence of climate-driven adverse hydrographic conditions and over fishing and has remained at historically low levels. Spatio-temporal fishing closures [Marine Protected Areas (MPAs)] have been implemented since 1995, to protect and restore the spawning stock. However, no signs of recovery have been observed yet, either suggesting that MPAs are an inappropriate management measure or pointing towards suboptimal closure design. We used the spatially explicit fishery simulation model ISIS-Fish to evaluate proposed and implemented fishery closures, combining an age-structured population module with a multifleet exploitation module and a management module in a single model environment. The model is parameterized...

A new approach to determine the distributional effects of quota management in fisheries ArchiMer
Bellanger, Manuel; Macher, Claire; Guyader, Olivier.
Quota allocation mechanisms have distributional effects that are highly relevant to the economic organization of fisheries. In France, where fishing allocations are non-transferable, quotas are shared among Producer Organizations (POs) based on the historical landings of their members. Each PO is then responsible for implementing their own internal rules that provide individual or collective allocations to their members. This study investigates the distributional effects of the various quota management systems adopted by POs on quotas and production for the Bay of Biscay sole fishery. A comparison between initial allocations by vessel based on historical landings and actual observed landings is presented. Inequality metrics are used to quantify...

An evaluation of the policy of fishery resources management by TACs in European Community waters from 1983 to 1992 ArchiMer
Biais, Gerard.
In 1983, the European Community (EC) agreed on a system for the conservation and management of fishery resources whi h is based largely on the use of annual total allowable catch (TAC). Nevertheless, the state of many European stocks of demersal species has worsened since 1983. A review of TAC enforcement shows that landings have exceeded TACs to a limited estent for these resources. The contrary is observed for the stocks of pelagic species of which the state has improved although landings have frequently been larger than TACs. This double paradox generates a feeling of limited impact of the TAC system inmplemented by the EC. To investigate the reasons, the closeness between agreed TACs and scientific recommendations has been examined. The results show...

OceanDocs
Wöhler, O.C.; Giussi, A.R.; Hansen, J.E..
Sequential population analysis on Long Tail Hake (Macruronus magellanicus)from the Southwest Atlantic. Years 1985-1995. VPA on the Long Tail Hake (Macruronus magellanicus), based on data covering the years 1985 up to 1995, was performed to assess the current state of the stock. Simulation trials, inducing uncertainty about both the natural mortality rate and recruitment were also accomplished, to evaluate the risk of overfishing which is associated to different fishing alternatives, always under the assumption of a single and closed Long Tail Hake population. CPUE data were not appropriate for tunning, so the traditional VPA has been applied. During the period of study, stock biomass and spawning stock biomass showed an increased trend. Long and short-term...

OceanDocs
Wöhler, O.C.; Cordo, H.D.; Hansen, J.E.; Cassia, M.C..
The current status of southern blue whiting Micromesistius australis stock is described. A single, closed fish population is assumed to inhabit the SW Atlantic. Based on catch data corresponding to years 1987-1997, a sequential analysis on the stock is carried out (Cohort Analysis). Under an adaptative framework, catch per unit of effort data from commercial vessels are used to fit the model. Two commercial fleets are used in the fitting, i.e. Polish vessels (1987-1994)and Argentine surimi factory vessels (1991-1997). Results indicate that both, total stock biomass and spawning stock biomass would have declined. Total biomass would have decreased from a maximum close to 1.4 million tons in 1990 down to 0.5 mt in 1997 whereas the current spawning stock...

Berthou, Patrick; Chevaillier, P; Jezequel, Michele.
Introduction: Setting up a policy of coastal fisheries management goes through a preliminary stage of understanding the dynamics of the fishing fleets as much as their tactics. Small fleets, such as those of the Côtes d'Armor, are characterised by: - the boats' home ports are scattered widely, - the heterogeneousness of the types of vessels and fishing gear used, - the versatility of the fishing units, - the plurispecificity of the exploited resource, - the flexibility of operating strategies, that is, the fishing owners' ability to change occupation. However, this flexibility is limited by the availability of the resource, by the market, by the investments granted (boats, fishing materiel), as well as by "cultural" context and know-how. This...

Analysis and prediction of yellowfin tuna (Thunnus albacares) catch rates of longline fisheries in the western Indian Ocean using a neural network. OceanDocs
Nishida, T.; Komatsu, T..
Strengthening tuna management is one of the primary tasks for the new Indian Ocean Tuna Commission (IOTC). Stock assessment and the prediction of the dynamics of the tuna resources will become increasingly important research topics because they provide the basic information for the management decision process. Under these circumstances, this paper attempts to develop the stock analyses and prediction techniques using neural networks. As a first step and as a test study, analyses and predictions of catch rates of the Japanese yellowfin tuna longline fisheries are attempted.

Approaches and frameworks for management and research in small-scale fisheries in the developing world AgEcon
Andrew, Neil; Evans, Louisa.
Commonly adopted approaches to managing small-scale fisheries (SSFs) in developing countries do not ensure sustainability. Progress is impeded by a gap between innovative SSF research and slower-moving SSF management. The paper aims to bridge the gap by showing that the three primary bases of SSF management--ecosystem, stakeholders’ rights and resilience--are mutually consistent and complementary. It nominates the ecosystem approach as an appropriate starting point because it is established in national and international law and policy. Within this approach, the emerging resilience perspective and associated concepts of adaptive management and institutional learning can move management beyond traditional control and resource-use optimization, which largely...

Assessment of condition in pejerrey Odontesthes bonariensis (Atheriniformes: Atherinopsidae) populations: which index works best? Neotropical Ichthyology
Baigún,Claudio R. M.; Colautti,Darío C.; Grosman,Fabian.
The pejerrey Odontesthes bonariensis is the most important target species in temperate freshwater fisheries of Argentina, and assessment of condition has been a regular practice and common diagnostic tool. Most pejerrey fishery studies have used Fulton's (K) index, without testing whether underlying assumptions or requirements were met. We analyzed and contrasted the applicability of K, Kn and Wr indices to assess condition status in several pejerrey populations inhabiting Pampean lakes. Our results showed that whereas Wr and Kn displayed significant condition changes across length at some study lakes, Kn portrayed a small range of variation. We also noted that pejerrey maximum length and size structure strongly varied among populations probably due to the...

OceanDocs
Perrotta, R.G.; Hernandez, D.R..
The temperature that limits the presence of schools of Argentine chub mackerel Scomber japonicus was found to be around 19°C in the Mar del Plata area Buenos Aires prov., Argentina. At higher values, most shoals leave coastal waters in direction to the mid-shelf. An inverse relationship was observed between catches per unit of effort CPUE and sea surface temperature. The highest CPUE values corresponded to temperatures lower than 19°C. Beyond that value, the possibility of obtaining a CPUE higher than the unit is nearly null and the low standard deviation means it is unlikely to reach high CPUE values. The economic profit per minute of each daily cruise was estimated using a case study carried out with a single vessel pilot with mean structural and...
